Title: Integrating Community-Based Approaches to Employment Promotion into National Training Systems.
A national workshop in collaboration with the
HEART Trust/NTA and the International Labour Organization (ILO)
Place and Dates: Kingston, Jamaica, 5-9 May 2003
Purpose: It is well documented that local and national economies can be enhanced by promoting the self-employment potential of people. Implementing this recognition through specialized activities associated with occupational and entrepreneurial skills has been the thrust of community-based approaches to employment promotion and, in particular, Community-Based Training (CBT). The CBT approach can best be described as being non-country specific, flexible, and pragmatic, able to be adapted to the specific needs of the community where it is introduced. The need for sharing this methodology globally becomes increasingly important as knowledge and skills linked to employment-driven microenterprise development becomes a social safety net for populations unable to access formal long-term skill programmes. Exploring the role of CBT and current best practices for application in the Caribbean will be the focus of the proposed workshop.
The immediate objective of the national workshop is the development of participants as facilitators with the necessary skills to develop the capacity to replicate and integrate community-based training strategies into their national vocational training system or training organization.

Title: Strengthening Women-owned Enterprises through increased access to international and regional markets

Secretaries of Labour and Heads of Labour Administration
Place and Dates: 23-25 July, 2003, Kingston, Jamaica
Purpose: To strengthen the capacity of women enterprises to increase their access to international and regional markets. The meeting is expected to present CAWEB, a website co-funded by the ILO for promoting the businesses and products of Caribbean women entrepreneurs as well as sensitize Caribbean women entrepreneurs to modern marketing tools and techniques for productivity improvement and global competitiveness.

Title: Caribbean Subregional Seminar on Industrial Dispute Settlement Machinery (Conciliation/Mediation Services, Industrial Tribunals, Labour Courts)
Place and Dates: St. Kitts, 20-24 October 2003
Purpose:
(1) To familiarise professional staff on the role and responsibilities of employers' organisations and to strengthen their capabilities for properly managing such organisation for serviceability and sustainability.
(2) To strengthen the capacities of national employers' organisations to carry out its functions as social partners and provide the requisite services to their members.

Place and Dates: Barbados, 17-21 November 2003
Purpose:
(1) To discuss, review, share information on the workings of conciliation, mediation services, and Industrial Tribunals and Industrial Courts; (2) To assess the effectiveness of these consensus based services (mediation/conciliation) and adjudicative bodies ( Industrial Courts and Industrial Tribunals)
(3) To make recommendations for improvement and greater synergies between the national consensus machinery and adjudicative machinery;
(4) To consider new options and approaches for the development of more consensus in dispute PREVENTION and more effective dispute RESOLUTION;
(5) To promote the use of ILO standards as guiding principles in the processing of industrial disputes;
(6) To utilise the seminar as a consultation for the gathering, seeking clarification, and establish a consultative group from among participants for a study by PROMALCO on dispute settlement and machinery in the Caribbean, culminating with a published report.
